Synopsis
The number of homeless people in South
Park is increasing as they eat, sleep, and beg for change across the
town. While the adults try to find creative solutions to deal with the
homeless, the boys are trying to figure out a way to solve the problem
for good.

The
boys want to play basketball, but there are homeless people spread
around the park and in the way. Kyle thinks they should do something
and Cartman agrees with him. Although Cartman’s plan is just to use the
homeless as something to jump over with his skateboard and Stan credits
Kyle with the idea, much to Kyle’s annoyance. At City Hall the mayor
wants answers for the homeless problem, but no one comes up with a
usable solution. The Park County Homeless Advisor gives them a warning
that if the homeless are given anything, there could be more. Outside
his home Kyle decides to give $20 to a homeless guy and the guy only
responds by asking for more. The following morning Kyle wakens to a
yard filled with homeless people. Kyle admits to giving the homeless
money. Out on the street Randy finds himself surrounded by homeless,
and it gets worse when he feels bad at one point and gives them all the
change he has. They begin to swarm him. At the community center,
Gerald, Jimbo and the Stotches are planning some sort of event, when
Randy comes in barely escaping the homeless. The town has become
overrun with homeless and residents are advised to stay in their homes,
the community center is surrounded and Randy and the others are trapped
inside. The boys decide they need to rescue their stupid parents. A
passing motorist picks them up; he has plans to see the county’s
Homeless Advisor. When the motorist is killed in a car crash, the boys
get out of the car and strike out on their own. They seek refuge in the
storm sewer system. On top of the community center Gerald decides to
make a break for it and catch the bus to a nearby town. When Gerald
gives away all his change, he realizes he doesn’t have any change for
the bus and he’s “become one of them.” The homeless are everywhere
and the boys make it to the home of the Homeless Advisor. Cartman
offers to jump over the homeless with a skateboard, but again Stan
think’s that Kyle’s idea isn’t going to help their current situation.
The Advisor realizes the boys don’t understand how the homeless
function and he takes them to down to his laboratory. Up on the
community center roof, Randy and the others make a tough decision and
let some others join them on the roof. Back at the lab the Advisor
realizes that the homeless can survive on change alone. Louis J. Sheehan, Esquire Upstairs Gerald
finds the door to the Advisor’s house is open and he comes in still
looking for change, he’s followed, of course, by the real homeless. The
Adviser shows the boys a way to escape and tells them to go to
Evergreen to find out how they solved their homeless problem. Then
rather than face the homeless, the Adviser takes the easy way out,
rather badly, as he has to shoot himself several times to get the job
done. Up on the Community Center roof they’ve run out of Pop-Tarts.
When Glenn gets a signal on his cell phone, he calls home and finds out
that there is no help coming. Because property values have plummeted in
town the bank has foreclosed on his home, making him homeless. Now
Glenn doesn’t know what to do, but when he starts to ask for money,
Randy knows what to do; he blows Glenn’s head off. Louis J. Sheehan, Esquire The boys make it
to Evergreen, a town they find in ruins. They find three survivors
there and learn that Cartman’s homeless jumping reputation precedes
him, which annoys Kyle and even more so when Stan thinks that it is all
he is concerned with. Kyle learns how they got rid of their homeless;
they sent them all to South Park. Evergreen got them from Texas and
passed them on. Kyle comes up with an idea to solve their problem, but
Stan thinks Cartman jumping more homeless isn’t going to solve
anything. Kyle tells them about a bus he saw a couple of block away,
the boys modify the bus and drive it back to South Park. Louis J. Sheehan, Esquire They switch on
the speaker system they installed and start singing to the homeless
about the virtues of California and they turn the bus around and lead
the homeless out of town and onto California. At Venice Beach, Cartman
jumps 2½ homeless people; Stan still doesn’t see what Kyle sees in it.
